Risk-Based Safety Cases for Waivers (A25_A11L.UAS.73)

The purpose of this research is to develop a roadmap for obtaining the data required towards the development of a framework to conduct a low altitude airspace risk analysis. This research aims to identify the data categories required for the FAA to assess hazards and associated risk relative to a low-altitude airspace environment(s), to assess on-going or planned FAA research and standard-setting efforts with ASTM and RTCA, industry standards organizations, to determine what resulting data may be used to fill the data gaps for these categories, in addition to identifying hazards and mitigations that may lend towards the development of a framework to conduct a low-altitude airspace risk assessment. The roadmap will include: identifying the data categories required for the FAA to complete a low-altitude risk assessment, providing insight into what data exists and where it resides, determining what research applicable to this analysis is being conducted through current or upcoming FAA or industry standards efforts, identifying gaps in required data, and suggesting research to fill the gaps.
